The rules say that the original axle holes must be used for Firenze and Mills Craft. I'm fine with that, but is there a way to enforce this rule? It seems like it would be a difficult thing to check.

Theros, No it won't be a problem telling if someone changes the axle/hole of a FiRENZE, or Mills-Craft body, just want to keep a level playing field for everyone.
X-Ring Rules state you can fill and re drill axle hold on FiRENZE, and Mills-Craft bodies.

Maybe everyone else understands this perfectly, but I'm still confused.
So, we can't change the axle holes on these car bodies from the way they originally came because it needs to be a level playing field. No question about it, we like a level playing field.
But then, we can fill and re-drill the holes.
I know you guys put a lot of thought into all this, but to me it seems that those two statements contradict each other. How can I re-drill a hole without changing the hole?

I'm with you, I'm not good at looking for loop holes, and or interpreting the rules all that well. I'm always amazed of things I find out are legal, when I thought they were not all along. I'm not saying these type of interpretations are illegal or intentionally written to be vague. I just sometimes wish the rules would state clearly " you can do this", "you can do this", "you can't do that".
Let me state clearly, this is in no way a complaint about APR. It's more of me just thinking out loud. Just an observation I've always had in pinewood. Scouts rules are the worst. Sometimes I'm afraid to help kids out when I read their rules, I'm alway's left unclear as to what's allowed and what's not. As many of you have had the same issue. I'm sure

Same with me. I'm really looking forward to partcipating in this first season of APR. I'm not complaining, just trying to make sure I'm clear on all this.

I just read the rules for Firenze & Mills Craft cars Axles Nail Type Only Minimum Diameter .084
so if you run a set of .084 axles from DD4H you need to drill with a #45 bit or a set of .091 or .093 axles from who ever you wish to buy from; you need to drill with a # 44 bit. I would fill & re-drill the hole on my car & cant them when re-drilling
You don't know how the Mills Craft Bodies are drilled or what Firenze drills his with, & I'm sure their Drilled good, but I KNOW what & how my axles are drilled
Not putting the bodies down or Firenze just food for thought

Guys.... Shade is on the right track about the rules for FiRNZE, and Mills-Craft those bodies are drilled with straight axle holes "no cant" so I added fill and re drill so you have the opportunity to have canted axles if you so desire.
