Yes I thought about that before I posted my question.
With the way the wording is: "(Front Wheel must weigh 15 grams (+or- .2 grams)" one could argue at tech time after the race, that if the front wheel is removed and weighed and it's not 15 grams, that car is not legal and should be DQ'd.
FDW must carry 15 grams (+or- .2 grams) of total car weigh.

Sorry, but is the intent of this saying that "the front wheel must carry 15 grams of weight (plus or minus 0.2g)", or is it saying "the front wheel must carry at least 15g of weight (allowing for as little as 14.8g)"?

So, the challenge for this car then is to build it such that you get the weight balance such that the FDW carries (almost) exactly 15g of the weight...
Sounds like it'll be on the verge of being a wheelie machine. Minion's Fiddle (http://jsfiddle.net/minionracing/uunt5/embedded/result/) shows that it would have about a 1/2" CoM.
